Mr. LoWREY,  from  the Committee on  War  Claims, submitted the
                           following

                        REPORT
                    [To accompany H. R. 138011

  The  Committee  on War  Claims, to whom  was  referred the bill
(H. R. 13801) entitled A bill for the relief of John Bowie, having
considered the same, report thereon with a recommendation that it
do pass with the following amendment:
  In line 6, strike out the figures $12,000.00 and insert the figures
$2,610.00.
  The purpose of this bill is to pay John Bowie, of Annapolis Junction,
Md., for damages to his farm in Anne Arundel County, Md., during
the years 1917, 1918, and 1919.
  The  bill as originally introduced sought an appropriation of
$12,000 but your committee amended it to appropriate $2,610.
  In 1917, the Terminal Real Estate Co., which was, in fact, a crea-
ture of the War Department, sought leases on various tracts of land,
including that of the claimant, for cantonment purposes. A flat
rental of $7.50 an acre per year was offered and owners, hesitating to
lease, were told that if they did not do so their land would be con-
demned.   The claimant leased at this rental under protest and now
seeks the difference between the rental allowed and a rental which
would be fair and equitable.
  Your  committee investigated this case very thoroughly, held hear-
ings on same, and came to the unanimous conclusion that claimant
should be paid an additional sum of $2,610, and therefore recommends
that the bill do pass as amended.
  A  letter from the Secretary of War addressed to the chairman
Committee  on War  Claims, under date of June 4, 1928, is appended
hereto and made a part of this report.
