             Mr. BLACKBURN presented the following,

PETITION OF CERTAIN CITIZENS OF LOUISVILLE, KY., AGAINST
THE ENACTMENT OF THE EIGHT-HOUR BILL.

FXBRUARY 27, 1903.-Ordered to he printed.

                           LOUIsvILLE, KY., Feruary 20, 1903.
DEAR SIR: The undersigned members of the manufacturers' com-
mittee of the Louisville Board of Trade, for themselves and other man-
ufacturers of Louisville, Ky., would respectfully represent to you that
we have carefully examined and considered House bill No. 3076, com-
monly known as the Gompers eight-hour bill, and we believe it to
be most harmful and detrimental not only to the manufacturing and
general business interests of the country, but the best interests of the
workingman as well.
We believe such a law would be un-American and unnecessary, and
would cause confusion and endless harm in all factories doing work
for the General Government, and that it would not result in any ben-
efit whatsoever to American labor.
Holding these views, and believing that the enactment of said bill or
any bill carrying its main features would be most harmful to our
interests and the general business interests of the country, we ask that
you will use your great influence in opposing said bill and preventing
by every means in your power its passage.
      We are, sir, very respectfully,
Brennan & Co., Southwestern Agricultural Works, W. G.
