  BEGUN   and held at the Capitol, in the city of Washington, in the District of Columbia, on the fourth day of
December,  in the year of our Lord one thousand eight hundred and ninety-three, being the Second Session of the
FIFTY-THIRD   CONGRESS   held under  the Constitution of the Government of the United States, and in the one
huildred and eighteenth year of the independence of said States.


  On which day, being the day fixed by the Constitution for the
meeting of Congress, Charles F. Crisp, the Speaker (a Representa-
