 FEBRUARY 20, 1897.-Referred to the Committee on Commerce and ordered to be

           The VICE-PRESIDENT   presented the following

 LETTER  FROM   THE  SECRETARY OF WAR, TRANSMITTING, IN
 ACCORDANCE WITH THE REQUIREMENTS OF THE RIVER AND
 HARBOR ACT OF JUNE 3, 1896, THE REPORT OF THE BOARD OP
 ENGINEERS APPOINTED TO ASCERTAIN THE CHARACTER AND
 VALUE OF THE IMPROVEMENTS MADE AT THE MOUTH OF THE
 BRAZOS RIVER, TEXAS, BY THE BRAZOS RIVER CHANNEL AND1
 DOCK   COMPANY.


                                       WAR  DEPARTMENT,
                            Washington, D. O., February 19, 1897.
   SIR: In accordance with the requirements of the river and harbor
 act of June 3, 1896, I have the honor to transmit to Congress the report
 of the Board of Engineers appointed to ascertain the character and
 value of the improvements made at the mouth of the Brazos River,
 Texas, by the Brazos River Channel and Dock Company.

               REPORT   OF BOARD  OF ENGINEERS.

                        WASHINGTON,   D. C., February 18, 1897.
  SIR: The Board  appointed to ascertain the character and value of
the improvements at the mouth of the Brazos River, Texas, has the honor
to submit the following report:
  The instructions to the Board and the law under which it was consti-
tuted are given in the following letter from the Secretary of War:
                     WAR  DEPARTMENT, OFFICE OF THE SECRETARY,
                                        Washington, Decenber 2, 1896.
  COLONEL: A Board of Engineers has been appointed, in accordance with the pro-
visions of the river and harbor act of June 3, 1896, to ascertain the character and
value of the improvements at the mouth of the Bracos River, Texas, as follows: Col.
H. M. Robert, Corps of Engineers; Robeit Moore, C. E., of St. Louis, and Stehman
Forney, United States Coast and Geodetic Survey.
  Yon are hereby appointed president and disbursing officer of the Board.
  The duties of the Board are recited in the law, which is as follows:
  For the purpose of ascertaining the character and value of the improvements
made at the month of the Brazos River, Texas, by the Brazos River Channel and
Dock Company, a Board of Engineers, one of whom shall be a civil engineer, to be
appointed by the President, one a member of the Corps of Engineers of the United
