            The VICE-PRESIDENT  presented the following
LETTER   FROM   THE   SECRETARY OF WAR, TRANSMITTING, IN
  RESPONSE   TO  SENATE   RESOLUTION ADOPTED DECEMBER 15,
  1896, REPORT  OF THE  CHIEF OF  ENGINEERS   RELATIVE   TO  THE
  OBSTRUCTION OF THE NAVIGABLE WATERS OF FLORIDA OR
  THE   OTHER   SOUTH   ATLANTIC OR GULF STATES BY THE
  AQUATIC   PLANT  KNOWN AS THE WATER HYACINTH.

                              Washington, D. G., January 4, 1897.
  Smx: I have the honor to acknowledge the receipt of the Senate res-
olution adopted December 15th ultimo, as follows:
  Resolved, That the Secretary of War be directed to communicate to the Senate any
information of a recent date upon the files of the Department relating to the obstruc-
tion of the navigable waters of Florida or the other South Atlantic or Gulf States
by the aquatic plant known as the water hyacinth, and to inform the Senate whether
any efforts have been made to remove such obstruction to commerce and with what
results, and whether in his judgment any additional legislation is desirable to pro-
vide against the closing of any such navigable waters by the continued growth and
spreading of such plant.
  In response to the foregoing I beg to invite attention to the accom-
panying report of the Chief of Engineers.
