Mr. BACON,  from the Committee  on the District of Columbia, submitted
                            the following

                            REPORT:
                         (To accompany S. 1703.]
  The  Committee  on  the District of Columbia, to whom  was referred
the bill (S. 1703) entitled A bill to amend secti-i four hundred and
sixteen of the Revised Statutes of the United  Staten, rexating to the
District of Columbia, make a favorable report thereon.
  In brief, the bill provides that all property or money taken on sus-
picion of having been feloniously obtained or of being the proceeds of
crime, and for which there is no other claimant than the person  from
whom   such property was  taken, and all lost property coming into the
possession of any member  of the police force, and all property or money
of deceased persons coming  into the custody  of the property clerk of
the police department, when  not exceeding $50  in value, shall be dis-
posed of as lost or abandoned property is disposed of by law; and that
when  the value exceeds $50 the  orphans' court of the District of Col-
umbia  shall appoint an administrator of such estate, according to law,
and that  the proceeds shall be paid  to the Treasurer of the United
States to the credit of the policemen's fund.
  The  bill was prepared by the Commissioners of the District of Colum-
bia as a substitute for Senate bill 324 to provide for the appointment of
a public administrator in the District of Columbia, on which latter bill
the Cominissioners recommend   adverse action, inasmuch as experience
shows  that there is no need for the appointment of a public administra-
tor in the District of Columbia.

  DEAR Si: The Commissioners have the honor to recommend adverse action on
Senate bill 324 To provide for the appointment of a public administrator in the
District of Cohumbia, which was referred to them at your instance for their views
thereon. This bill was prepared, at the instance of the Commissioners, in the office
of the major of police of the listrict, and revised and approved by the attorney.
Upon further consideration the attorney advises the (onunissioners that the olbject
sought by this bill can be better attained in another way, Nd has accordingly pre-
pared a draft of a bill To amend section 416 of the Revised Statutes of the United
States relating to the District of Columbia, which is herewith submitted with
       S. Rep. 3-1
