WITH   LETTER  OF  THE  CHIEF  OF ENGINEERS,   REPORT   OF A
  SURVEY  OF  OHIO  RIVER  FROM   MARIETTA,  OHIO, TO  PITTS-
  BURG, PA.

  Sip: I have the honor to transmit herewith a letter from the Chief
of Engineers, United States Army, dated January 5, 1899, together
with copy of a report from Maj. W. H. Bixby, Corps of Engineers,
dated December 28, 1898, of a survey made by him in compliance with
the provisions of the river and harbor act of June 3, 1896, of Ohio
River from Marietta, Ohio, to Pittsburg, Pa.

                OFFICE  OF THE CHIEF  OF ENGINEERS,
                                  UNITED  STATES ARMY,
                             Washington, D. C., January 5, 1899.
  SIR: The river and harbor act of June 3, 1896, contains an appro-
priation for improving Ohio River, and provides that $25,000 of the
amount  appropriated may be expended in a survey of the river from
Marietta, Ohio, to the city of Pittsburg, Pa., to ascertain the number
of movable dams necessary to improve the river between the points
mentioned to provide 6 feet of water at low water and the proper loca-
tion of the necessary dams, as well as the probable cost thereof.
  Preliminary report on the sulject, submitted January 10, 1898, by
Maj. W. H. Bixby, Corps of Engineers, was transmitted to Congress
and printed in House Doc. No. 241, Fifty-fifth Congress, second session.
In that report it was estimated that from thirteen to eighteen locks and
dams would be required, at a cost of from $9,750,000 to $13,500,000.
  I have now the honor to submit the accompanying report, with maps,
by Major Bixby, dated December 28, 1898, containing details of the
results of this survey, together with a definite project for improvement,
which provides for the construction of twelve locks and dams in that
