RIVER AND HARBOR BILL.

Mr. FRYE, from the Committee on Commerce, submitted the following
REPORT.
[To accompany H. R. 11795.]
The Committee on Commerce, to whom was referred the bill (H. It.
11795) making appropriations for the construction, repair, and preser-
vation of certain public works on rivers and harbors, and for other
purposes, submit the following report, giving such information in
respect to each item in the bill as is considered- necessary to an under-
standing of its merits:
Thebillasitcameto the Senate appropriated the sum of $12,509,684.94
for expenditures during the fiscal year ending Juie 30,1900; authorized
expenditures aggregating $770,000, payment of which was made con-
tingent on the accomplishing of certain results; and authorized con-
tinuing contracts for the completion of certain improvements to be paid
for by future appropriations amounting to $17,110,538.70. The grand
total of the bill as it came from the House was therefore $30,390,187.64.
The principal items of increase in the cash appropriations, omitting for
the present the Nicaragua Canal, are-
