           CIVIL  CONSTITUTION OF NICARAGUA.


                JANUARY 11, 1899.-Ordered to be printed.


Mr. MORGAN,  from  the Select Committee on the Construction of the
             Nicaragua Canal, presented the following

CIVIL CONSTITUTION   OF THE REPUBLIC  OF NICARAGUA,   DECREED
  BY  THE NATIONAL CONSTITUENT ASSEMBLY, DECEMBER 10,
  1893, LXXII OF INDEPENDENCE.

                NICARAGUA CONSTITUTION.

The President of the Republic to its inhabitants:
  Know  that the representatives of the people have oidered the fol-
lowing:
  We,  the representatives of the Nicaraguan people, assembled to
enact the fundamental law of the nation, decree and ratify the follow-
ing political constitution:

                     TITLE I.- Of the nation.

  ARTICLE  I. Nicaragua is a separate section of the Republic of Cen-
tral America. It consequently recognizes as a primordial necessity a
return to union with the other sections of the Repablic which has been
dissolved. To this end the executive power is authorized to ratify
definitively the treaties which may tend to realize it with one or more
States of the former federation.
  ART. 2. Nicaragua is a free, sovereign, and independent nation.
  ART. 3. The sovereignty is one, inalienable, and imprescriptible, and
resides essentially in the people.
  ART. 4. The public officers possess only the powers expressly given
to them by the law. Every act that they may perform outside of the
law is void.
  ART. 5. The boundaries of Nicaragua and its territorial division shall
be determined by law.

                 TITLE  II.-Of the Nicaraguan.

  ART. 6. The Nicaraguans are natives or naturalized.
  ART. 7. Are natives:
  1. Those born in Nicaragua of Nicaraguan parents or of domiciled
foreigners.
