A  LETTER  PROM   THE  CHTEP  OP ENGINEERS IN RESPONSE TO
  THE  JOINT  RESOLUTION   OF  CONGRESS APPROVED MAY 28,
  1898, RELATING  TO A SHIP  CANAL  AT  SABINE  PASS, TEXAS.


JULY 1, 1898.-Referred to the Committee on Rivers and Harbors and ordered to be
                            printed.


                                  WAR  DEPARTMENT,
                                     Washington, June 30, 1898.
  SIR: In response to the joint resolution of Congress approved May
28, 1898, directing the Secretary of War-
to furnish Congress, as soon as possible, all information and copies of such reports
as he may have relative to any enterprise or construction, in the way of a ship canal
or otherwise, known to him to be in process of completion in or about the harbor of
Sabine Pass, and as to whether any plans or estimates have been submitted to and
approved by him or the Department of Engineers for any such enterprise or con-
struction; and whether, in the opinion of the United States Engineer Department,
there is any possibility of any such enterprise or construction obstructing or lessen-
ing the depth of the harbor at Sabine Pass-
I have the honor to transmit herewith a letter from the Chief of Engi-
neers, United States Army, dated June 18, 1898, together with copies
of reports and other papers from the records of the Department bear-
ing upon the subject.
