    Mr. HANA, from the Comm ittee on Pensions, submitted the
                              following

                     ADVERSE REPORT.

                        [To accompany S. 3519.]

  The  Committee  on Pensions, to whom  was referred the bill (S. 3519)
granting a pension to Joshua R. Gquldy, have  examined  the same and
report:
  This man  served from May  25, 1861, to November  28, 1862, in Com-
pany  I, Sixth New York  Volunteers, when he was discharged  to enlist
in Company  A  First United States Artillery, in which organization he
served until iNovember 28, 1865, when he was honorably discharged.
  He  is now pensioned at $12 per month,  under act of June 27, 1890,
on account of loss of sight of right eye and disease of heart. He is now
living in Ohio, having left his wife in Philadelphia in 1884.
  He  filed a claim under the general law December  31, 1879, alleging
that in 1864, at New Orleans, La., he contracted kidney disease. This
claim was  rejected after special examination, the reviewer using the
following language:
  Rejected on the ground of soldier's inability to furnish competent testimony show-
ing a ratable degree of disability each year since discharge by reason of the alleged
disease of kidneys or back. The special examiner states that he is unable to ascer-
tain the whereabouts of three important witnesses who have testified relative to
origin and continuance. He has visited the post-office addresses of the alleged wit-
nesses who are said to have resided in Philadelphia, and in the memory of the most
ancient and reliable residents no such persons were known to reside at such places.
In view of that fact I do not believe that the other testimony filed is sufficient to
show a disability in a pensionable degree since discharge.
  The  examinations  show  that in 1882 he  is rated one-half for lum-
bago.  In  1885 he is rated 0. November   26, 1890, he is rated eight-
eighteenths for general debility, and eight-eighteenths for loss of sight
of right eye.  His last examination, at Columbus,  in 1893, gives no
rates, but describes heart disease, and assigns cause of same to fatty
degeneration.   Describes no kidney disease.
  It is apparent from the evidence that this soldier suffered from kid-
ney  trouble while in the service, and that he has continued to suffer
more  or less up to the present time. The statement about  the where-
abouts of the three witnesses should not be given much weight.  In an
