          The VICE-PRESIDENT presented the following

LETTER  OF THE  SECRETARY  OF  WAR,  IN RESPONSE  TO THE
RESOLUTION   OF THE SENATE DATED  MARCH  3, 1897, DIRECTING
HIM   TO TRANSMIT  TO  THE SENATE  THE REPORT  MADE   TO
HIM   BY THE  BOARD  APPOINTED  TO LOCATE  A DEEP-WATER
HARBOR FOR COMMERCE AND OF REFUGE AT PORT LOS
ANGELES OR AT SAN PEDRO, CAL., UNDER THE PROVISIONS
OF  THE  RIVER AND  HARBOR  ACT OP JUNE  3, 1896, TOGETHER
WITH   THE PLANS, SPECIFICATIONS, AND ESTIMATES  MADE BY
SAID   BOARD, TOGETHER  WITH  ACCOMPANYING MAPS AND
PAPERS.




                REPORT OF BOARD.



             LETTER OF THE SECRETARY OF WAR.

                                   WAR  DEPARTMENT,
                            Washington, D. 0., March 30, 1897.
  SR: In response to the resolution of the Senate dated March 3, 1897,
directing the Secretary of War to transmit to the Senate the report
made to him by the Board appointed to locate a deep-water harbor for
commerce and of refuge at Port Los Angeles or at San Pedro, California,
under the provisions of the river and harbor act of June 3rd, 1896
together with the plans, specifications, and estimates made by said
Board, I have the honor to transmit:
  1. The report of the Board dated March 1,1897, with two appendixes
and three tracings which accompanied it, and letter of the chairman of
the Board transmitting the same, in which it is stated that other
appendixes and drawings would be submitted later.
  2. Letter of the chairman of the Board dated March 15, 1897, trans-
mitting a minority report signed by Mr. Richard P. Morgan.
