SIR: I have the honor to transmit herewith a letter from the Chief of Engineers, United States Army, dated December 6 instant, together with reports of Capt. Graham D. Fitch, Corps of Engineers, dated August 2 and November 29, 1900, of a preliminary examination and survey, respectively, of Grasse River, New York, from its con- fluence with the St. Lawrence to Massena, with a view to obtaining a depth of 21 feet, made in compliance with the emergency river and harbor act of June 6, 1900.
