  SIR: I have the honor to transmit herewith a letter from the
Chief of Engineers, United States Army, dated December 6 instant,
together with reports of Capt. Graham D. Fitch, Corps of Engineers,
dated August 2 and November 29, 1900, of a preliminary examination
and survey, respectively, of Grasse River, New York, from its con-
fluence with the St. Lawrence to Massena, with a view to obtaining a
depth of 21 feet, made in compliance with the emergency river and
harbor act of June 6, 1900.

Fitch, Corp of Engineers, upon preliminary examination and survey
of Grasse River, New York, from its confluence with the St. Lawrence
River to Massena, with a view to obtaining a depth of 21 feet, made
to comply with requirements of the emergency river and harbor act
of June 6, 1900.
