  SIm: I have the honor to transmit herewith a letter from the Chief
of Engineers, United States Army, dated November 30 ultimo,
together with reports of Capt. Harry Taylor, Corps of Engineers,
dated June 22 and November 13, 1900, of a preliminary examination
and survey, respectively, of Tacoma Harbor, Washington, made in
compliance with the provisions of the emergency river and harbor act
of June 6, 1900.

  SIm: I have the honor to submit the accompanying copies of reports,
dated June 22 and November 13, 1900, with maps, by Capt. Harry
Taylor, Corps of Engineers, upon preliminary examination and sur-
vey, respectively, of Tacoma Harbor, Washington, required by the
provisions of the emergency river and harbor act of June 6, 1900.
  The plan of improvement presented by Captain Taylor provides for
the dredging of the City Waterway to its full width to a depth of 25
feet at extreme low water from deep water in Commencement Bay to
Eleventh street, to a depth of 18 feet at extreme low water from
Eleventh street to Fourteenth street, and to a depth of 15 feet at
      IT ID-61-1
