Mr.  RIXEY,  from   the Committee   on  Claims, submitted   the following

                             REPORT.
                          [To accompany S. 3554.]

  The  Committee   on  Claims, to whom   was  referred  the bill (S. 3554)
for the relief of W.  T. Scott and  others, beg  leave to submit  the fol-
lowing  report, and  recommend that said bill do pass without amend-
inent.
  The  committee   adopts the annexed   Senate report.

  As  ground   for  our  recommendation we append Report No. 882,
House   of  Representatives,  first session Fifty-second   Congress,  and
ask that it be reprinted as part of our  report hereon.

  The Committee on Claims, to which was referred the bill (H. R. 3675) for the
relief of W. T. Scott and others, have considered the same, and respectfully report as
follows:
  This claim has been considered by the Judiciary Committee of this House on two
separate occasions before, first session Fiftieth Congress, and first session Fifty-first
Congress, in which the passage of a bill for relief of claimants was unanimously
recommended.
  The reasons why the bill should pass were fully set forth in these reports, the
more recent of which (Report No. 2740, first session Fifty-first Congress) we adopt
as the report of this committee, and recommend the passage of the bill.

  The Judiciary Committee, to whom   was referred House bill 850, have duly
considered the same and respectfully submit the following report:
  The subject-matter was fully considered by the Judiciary Committee of the House,
first session Fiftieth Congress, and tihey miade a report recommending the passage
of a bill granting the relief sought.
  Attorney-General Garland, in his annual report for 1886, transmitted the facts in
the case to Congress and recommended legislative action, and Attorney-General
Miller, in a letter transmitting the paners in the case to the present Congress, also
recommends  that some relief be granLed.
