  Sm: I have the honor to transmit herewith a letter from the Chief
of Engineers United States Army, dated the 4th instant, together with
copies of reports dated April 6, 1899, by Maj. W. L. Fist, Corps of
Engineers, and April 12, 1900, by Capt. William C. Langfitt, Corps
of Engineers, upon preliminary examination and survey, respectively,
of the Lower Willamette and Columbia rivers, below Portlind,
Oreg., made by them in compliance with the provisions of the river
and harbor act of March 3, 1899.
