FEBRUARY 14, 1900.-Referred to the Committee on Rivers and Harbors and ordered to be printed. WAR DEPARTMENT, Washington, February 13, 1900. SIR: In accordance with the requirements of the act of Congress approved March 1, 1893, creating the California D6bris Commission, I have the honor to transmit herewith a report (with maps) of said commission, dated January 30, 1900, which report contains a project, together with an estimate of cost of same, for the construction of cer- tain works for the protection of Sacramento and Feather rivers from injury by mining or other ddbris. The said report is accompanied by a letter of the Chief of Engineers, dated February 10, 1900, submitting the report to this Department. Very respectfully, ELIHU RooT, Secretary of War. SIR: I have the honor to submit herewith a report, dated Jan nary 30, 1900 (with maps), by the California D6bris Commission, con- taining a project, together with an estimate of cost of same, for con- struction of certain works for the protection of the Sacramento and Feather rivers from injury by mining or other ddbris. The project is submitted in accordance with the requirements of act of Congress approved March 1, 1893, creating the California D6bris Commission, a copy of which is attached to the report, and the item in the river and harbor act of June 3, 1896, appropriating $250,000 for the purpose indicated.
