EXAMINATION AND SURVEY FOR HARBOR OF REFUGE NEAR
  CAPE LOOKOUT, NORTH  CAROLINA.


DECEMBER 7, 1899.-Referred to the Committee on Rivers and Harbors and ordered
                        to be printed.

  Sm: I have the honor to transmit herewith a letter from the Chief
of Engineers, United States Army, dated November 23, 1899, together
with a copy of a report by a Board of Engineers appointed by the
Secretary of War under authority of the river and harbor act of March
3, 1899, to make examination, survey plan, and estimate for a harbor
of refuge at or near Cape Lookout, North Carolina.

  SIR: I have the honor to submit the accompanying copy of report
of November 8, 1899, with map, by a Board of Engineers appointed by
the Secretary of War under authority of the river and harbor act of
March 3, 1899, to make examination, survey, plan, and estimate for a
harbor of refuge at or near Cape Lookout, North Carolina.
  A report on survey of Cape Lookout.harbor of refuge, with a view
to making it capable of sheltering the largest vessels, was submitted
by Capt. W. E. Craighill, Corps of Engineers, July 6, 1897, and was
     H. Doc. 58-1
