Sm: I have the honor to transmit herewith a letter from the Chief of Engineers, United States Army, dated November 23, 1899, together with a copy of a report by a Board of Engineers appointed by the Secretary of War under authority of the river and harbor act of March 3, 1899, to make examination, survey plan, and estimate for a harbor of refuge at or near Cape Lookout, North Carolina.
