                         RECOMMENDING
THAT  THERE  BE  INCLUDED  IN  THE URGENT   DEFICIENCY   BILL
  AN ITEM  OF APPROPRIATION ENABLING THE SECRETARY OF
  THE TREASURY   TO  PAY RENT  FOR  USE  OF THE  OLD CUSTOM-
  HOUSE  IN NEW  YORK  CITY.

                                 Washington, January 2, 1900.
  SmR: I have the honor to recommend that there be included in the
urgent deficiency bill, now under consideration, the following item of
appropriation:
  To enable the Secretary of the Treasury to pay rent for use of property known as
the old custom-house, in New York City, formerly belonging to the United States,
from August 28, 1899, to June 30, 1900, both inclusive, three hundred and seven days,
at the rate of 4 per cent per annum on the purchase price, as provided in the act of
Congress approved March 2, 1899 (30 Stat., p. 969), $109,847.12.
