  CLAIM OF CAPT. B. TELLEPSEN, OF THE NORWEGIAN STEAMER
  ALBERT.


DECEMBER 11, 1899.-Read, referred to the Committee on Foreign Relations, and
                      ordered to be printed.


To the Congress of the United States:
  I transmit herewith, as a case not acted upon by the Fifty-fifth Con-
gress, a report from the Secretary of State and accompanying papers
relating to the claim of Capt. B. Tellefsen, of the Norwegian steamer
Albert, against the Government of the United.States, for $998.96,being
the expenses incurred by him in consequence of a violation of article 13
of the Treaty of Commerce and Navigation of 1827 between the United
States and Sweden and Norway.

The PRESIDENT:
  At the request of the minister of Sweden and Norway at this capi-
tal, I have the honor to submit for transmission to Congress, as a case
not acted upon by the Fifty-fifth Congress, the claim of Capt. B. Tel-
lefsen, of the Norwegian steamer Albert, against the Government of
the United States, for $998.96, being the expenses incurred by him in
consequence of a violation of article 13 of the Treaty of Commerce-and
Navigation of 1827 between the United States and Sweden  and
Norway.
