Mr.  SAMui W. SmanH, from the Committee on Invalid Pensions,
                        submitted  the following

                             REPORT.

                          [To accompany 8. 2493.]

  The  Committee   on  Invalid Pensions,  to whom   was  referred  the bill
(S. 2493) granting   an increase  of  pension  to Alfred   Tichurst,  have
examined   the same, and  adopt  the Senate  report  thereon, and  recom-
mend  that the bill do pass.

  The Committee on Pensions, to whom was referred the bill (S. 2493) granting an
increase of pension to Alfred Tichurst, have examined the same and report.
  This bill proposes to increase from $12 to $20 per month the pension of Alfred
Tichurst, late a landsman U. S. S. Ourlew.
  Claimant enlisted September 2, 1864, as a landsman in the United States Navy and
served on the Grampus, Great Western, and Curlew until June 14, 1865, when honor-
ably discharged.
  He filed and established a claim under the act of June 27, 1890, and is now in
receipt of a pension under said act at the rate of $12 on account of total disability
from disease of bowels and rectum, rheumatism, left inguinal hernia, and senile
debility. He was formerly pensioned under the general law at $10 per month on
account of disease of bowels contracted during his naval service.
  Claimant also filed a claim under the general law August 18, 1890, alleging addi-
tional disability, rupture of left side, incurred while coaling ship in November, 1864.
This claim was rejected February 23, 1897, on the ground of no record or other
satisfactory evidence of service origin, and rejection affirmed on appeal August 30,
1902, by Assistant Secretary F. L. Campbell.
  There is some evidence on file tending to show that claimant suffered from rupture
durig service, but no evidence showing how it was incurred, or that it was incurred
in line of duty. It appears by the last report of the board of examining surgeons that
he is practically unable to perform manual labor by reason of chronic diarrhea,
rheumatism, disease of heart, and left inguinal hernia. Other evidence on file con-
firms the findings of the examining surgeons as to claimant's total disability for
manual labor. He  is 67 years of age and in destitute circumstances, being entirely
dependent on his pension for support.
  An increase of his pension to $20 per month is recommended on the ground of his
present condition; it is not shown to be wholly due to his service, and no further
increase is warranted.
  The bill is reported back favorably with a recommendation that it pass.
