                               Washington, January 18, 1904.
  Sm: I have the honor to transmit herewith, for the consideration of
Congress, copy of a communication from the Secretary of War, of the
15th instant, submitting a supplemental estimate of appropriation for
gun and mortar batteries, $800,000.
