  Sm: I have the honor to inclose copy of a letter from the acting
governor of Porto Rico, transmitting a certified copy of a memorial
recently adopted by the executive council of Porto Rico, entitled A
memorial to the President of the United States and to the Senate and
House of Representatives, praying for the final passage of section 4 of
House bill 17546 (as amended) of the Fifty-seventh 'ongress, second
session.
