  REPORT OF THE  HEARING   HAD  BEFORE  HIM  FEBRUARY  25,
  1904, ON THE PHIIIPPINE  SHIPPING BILL  PENDING  BEFORE
  CONGRESS.

  SIR: In response to Senate resolution dated March 4, instant, as
follows-
  Resolved, That the Secretary of War be directed to transmit to the Senate a report
of the recent hearings had before him with respect to S. 2259 and S. 2263-
  I have the honor to transmit herewith stenographic report of the
hearing before me February 25, 1904, upon the Philippine shipping
bill pending before Congress.
