Mr.  Scorr,  from  the Committee   on Pensions, submitted  the following

                             REPORT.

                        (To accompany H. R. 9081.]

  The  Committee   on  Pensions,  to whom   was referred  the bill (H. R.
9081) granting   an increase  of pension  to  Benjamin   F. Miller,  have
examined   the same  and report:
  The  report  of the Committee   on  Invalid Pensions  of the  House  of
Representatives,  hereto  appended,  is adopted  and  the passage  of the
bill is recommended.
  The  House   report is as follows:
  Mr. Miller, now 59 years of age, who served as a private in Company D, Seventh
Pennsylvania Cavalry, from February 24, 1864, to August 23, 1865, when honorably
discharged, never applied for pension under the general law, but is now pensioned
under the act of June 27, 1890, at $12 per month, for total disability the result of
rheumatism, left varicocele, and left hemiplegia.
  When  last examined, on June 20, 1903, which examination was made at his home
as he was unable to report before the board of surgeons on account of his inability to
walk, the board of surgeons found complete paralysis of the left arm and left leg; that
claimant drags his leg when walking; that there was rheumatism affecting the right
shoulder, with tenderness over the sciatic nerve and pain in the muscles of the right
leg.
  The examining surgeon then stated that the condition of the soldier from paralysis
would be permanent.
  Medical testimony filed with your committee sets forth that the soldier is now
utterly helpless and speechless, requiring the aid of a second person.
  Other proof filed shows that he has no means of support except the pension of $12
per month; that he has nothing to look forward to for support; that the Masons and
G. A. R. comrades have contributed toward maintaining him and his family, other-
wise he would have become a borough charge.
  An increase of this soldier's pension to $30 per month is in line with numerous
precedents, it being shown that he is helpless from paralysis and in destitute circum-
stances.
  The passage of the bill is therefore recommended.
