Mr.  HOLLIDAY,   from  the Committee on Invalid Pensions, submitted
                             the following

                             REPORT.

                          [To accompany S. 3632.]

  The   Committee   on  Invalid  Pensions,  to whom   was  referred  the
bill (S. 3632) granting an increase of  pension  to Frank  E. Freeman,
have  examined   the  same  and  adopt the  Senate  report thereon   and
recommend   that the bill do pass.

  The Committee on Pensions, to whom was referred the bill (S. 3632) granting an
increase of pension to Frank E. Freeman, have examined the same and report:
  This bill proposes to increase from $12 to $30 per month the pension of Frank E.
Freeman, of Knightstown, Ind., late of Battery B, First Regiment Ohio Volunteer
Light Artillery, who served from July 15, 1863, to July 22, 1865, when honorably
discharged.
  Claimant is now receiving a pension of $12 per month under the act of June 27,
1890, for total inability to earn a support by manual labor, due to disease of eyes.
He made claim under the general law, alleging that he contracted disease of eyes in
service, but he has never been able to find any of his old comrades by whose evi-
dence he might establish such a claim, and he has long since abandoned it.
  Claimant is about 55 years of age. When last examined, December 1, 1897, he was
found to be totally blind and requiring the regular aid and attendance of another
person. His disability was rated at $72 per month.
  It is shown by evidence accompanying the bill that claimant is a poor man, with-
out property or means of support except his pension of $12 per month. He served
for two years, and it may be that his loss of sight is due to his service. Apart from
this, however, he is totally blind and poverty stricken, and your committee are of
opinion that he should have an increase of his pension.
  The bill is therefore reported back favorably with a recommendation that it pass.
