    Mr. TAYLER, of Ohio, from  the Committee  on Elections No. 1,
                       submitted the following

                           REPORT.
                      [To accompany H. Res. 202.]
  The Committee   on Elections No. 1, to whom  was referred the con-
tested election case of William M. Horton v. James J. Butler, from the
Twelfth  Congressional  district of Missouri, present the following
report:
  This Congressional district lies wholly within the city of St. Louis
and comprises all of wards 4, 5, 6, 13, 14, 22, 23, and 24, and parts of
wards  7, 12, 15, 20, 21, 25, and 28.
  The  official returns gave the contestee a plurality of 3,553, as shown
by the following  vote, parallel with which, for the purpose of com-
parison, is placed the vote of the Congressional election of 1898:

  The  notice of contest served by the contestant on the contestee is
extremely lengthy, charging with grett particularity numerous grounds
of complaint against the validity of the returns, chief among which are
fraudulent registration, fraudulent voting on the basis of the same,
violation of the law providing for appointment of judges and clerks,
repting,   ejection of challengers and watchers, substitution of ballotsi,
false counting, intimidation, and violence.
  The  contestee in his answer specifically denied all of the allegations
of the notice charging fraud and irregularities.
