PRESIDENT OF THE UNITED STATES,
                         TRANSMITTING
REPORT  AND ACCOMPANYING PAPERS CONCERNING SHIPMENTS
  OF HORSES, MULES,  AND  OTHER  SUPPLIES  FROM  LOUISIANA
  TO THE SEAT  OF WAR  IN SOUTH  AFRICA.

To the House of Representatives:
  I transmit herewith a report, with accompanying papers, from the
Secretary of State, in response to the resolution of the House of Rep-
resentatives of April 10, 1902, calling upon him for copies of any
report and communication of the governor of Louisiana, together with
all accompanying affidavits, documents, and communications concern-
ing shipments of horses, mules, and other supplies from Louisiana to
the seat of war in South Africa.

The PRESIDENT:
  The undersigned, the Secretary of State, has the honor, in compli-
ance with the resolution of the House of Representatives of April 10,
1902, to lay before the President, with a view to its transmission to
that body, if he shall deem it proper so to do, a copy of a letter from
the governor of Louisiana  together with all accompanying affidavits,
documents, and communications concerning the shipment of horses,
mules, and other supplies from Louisiana to the seat of war in South
Africa.
