  Si: I have the honor to transmit herewith a letter from the Chief
  of Engineers, United States Army, dated November 29, ultimo, together
with copy of a report from Maj. Dan C. Kingman, Corps of Engineers,
dated March 25, 1901, of a survey made by him in compliance with
the provisions of the river and harbor act of March 3, 1899, of the
Tennessee River, from Scott Point, Tennessee, to Lock A, at the head
of Muscle Shoals Canal, Alabama.

  SIR: The river and harbor act of March 3, 1899, in the item appro-
priating $35,000 for improving Tennessee River between Chattanooga
and Riverton, provided that of this amount-
so mnuch as may be necessary shall be applied in the survey of that portion between
Bridgeport and Decatur and a resurvey of the remaining portions of said river
between the points named, and in making the survey between Chattanooga and
Shellniounds through that portion of the river commonly called the Suck, an
exantination shall be made with a view to the construction of locks and dams suita-
ble for convenient and safe navigation.
  In partial compliance with this provision of the act, Maj. Dan C.
Kingmnan, Corps of Engineers, to whom was assigned the duty of
