LIMIT OF COST OF CERTAIN PUBLIC BUILDINGS, ETC.

MAY 20, 1902.-(Otqied to be nrdh.

Mr. FAIRBANKS, from the Commjatt on Public Buildings and Grounds,
                     submittedl the fold3vin g
                         REPORT.
                    [To accompany H. R. 14018.]
The Committee on Public Buildings and Grounds, to whom was
referred the bill (H. Re 14018) to increase the limit of cost of certain
public buildings, to authorize the purchase of sites for public build-
ings, to authorize the erection and completion of public buildings, and
for other purposes, having considered the same, report it back with
amendments and recommend the passage of the bill as amended.
'The bill as it passed the House authorized expenditures aggregating
$17,405,450. For the same work the official estimates of theyreasury
Department aggregated $30,799,950, thus making the aggregate sum
authorized by the House bill $13,394,500 below the official estimates.
The bill repeals the Department of Justice act, and thus~turns into
the Treasury $1,000,000 from that source. Provision is made in the
bill for the sale of old buildings at Wheeling, W. Va., Buffalo, N. Y.,
Providence, R. I., and Kansas City, Mo., at a minimum price of
$585,000. Deducting this sum, with the amount realized from the
repeal of the Department of Justice act, and the net authorization by
the House bill was $15,820,450.
The total authorization of the bill as amended by the Senata com-
mittee is $20,933,150. The committee foind it necessary t) fix P,
lower minimum limit at which the buildings at Wheeling and Kansas
City should be .vcd. because of a representation that it would probably
be impossible to dispose of the property at the price fixed by the
House bill. This reduction of the limit at which these buildings
probably could be sold reduced the aggregate to be derived from the
sale of old buildings from $585.000 in the House bill to $550,000 in
the bill as reported by your committee.
After deducting from the total authorization made by the Senate
committee the sums realized from the repeal of the Department of
Justice act and to be obtained from the sale of old - the net
authorization by the Senate committee i $190 V6l 21.D _
