            AMENDMENT OF RADIO ACT OF 1927

 Mr. DruL, from  the Committee   on Interstate Commerce,  submitted
                           the  following

                           REPORT
                       [To accompany H. R. 77161
   The Committee   on Interstate Commerce,   to whom   was  referred
the bill (H. R. 7716) to amend  the radio act of 1927, approved Feb-
ruary 23, 1927, as amended  (U. S. C., Supp. V, title 47, ch. 4), and
for other purposes,  having considered  the same, do report the bill
back  to the Senate with  certain amendments  and  the recommenda-
tion that the bill as amended do pass.
   This bill, as it came from the House of Representatives, provided
for amendment   of 12 different sections of the radio act of .1927, and
the  report of  the Committee   on  Merchant   Marine,  Radio,  and
Fisheries is so complete that your committee believes it will be most
helpful to the understanding  of the proposed changes by  the House
as well as to consideration of the amendments  by  the Senate to in-
clude most of that report herewith, as follows: v
  The  matter  printed  in italics represents the new matter  to be
inserted and  the matter inclosed in brackets represents that to be
stricken out:
  That subparagraph (f) of section 1 of the radio act of 1927 (U. S. C., Supp.
V, title 47, sec. 81), is amended by inserting after the words  within the  words
Jurisdiction of the, so that as amended said subparagraph shall read: or
(f) upon any aircraft or other mobile stations within the jIuiediction of the
United States, except under and in accordance with this act and with a license
in that behalf granted under the provisions of this act.
  Sao. 2. Section 2 of the radio act of 1927 (U. S. C., Supp. V, title 47, sec.
82), Is amended by striking out the whole of said section and by inserting in
lieu thereof the following:
   Sm. 2. For the purposes of this act the United States Is divided into five
zones, as follows: The first zone shall embrace the States of Maine, New Hamp-
shire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, New
Jersey, Delaware, Maryland, and the District of Columbia; the second zone
shall embrace the States of Pennsylvania, Virginia, West Virginia, Ohio,
Michigan, and Kentucky; the third sone shall embrace the States of North
Carolina, South Carolina, Georgia, Florida, Alabama, Tennessee, Mississippi,
Arkansas, Louisiana, Texas, and Oklahoma; the fourth zone shall embrace the
States of Indiana, Illinois, Wisconsin, Minnesota, North Dakota, South Dakota,
