  ITY OF SANDY HOOK, N. J., THROUGH LOWER NEW YORK BAY,
  RARITAN BAY, ARTHUR  KILL, STATEN  ISLAND SOUND, AND
  KILL VAN KULL TO DEEP  WATER  IN UPPER NEW YORK  BAY,
