  INDEPENDENT OFFICES APPROPRIATION BILL, 1936


JANUARY 9, 1935.-Committed to the Committee of the Whole House on the
              state of the Union and ordered to be printed


Mr.  WOODRUM,  from  the Compaittee on Appropriations, submitted
                          the following

                        REPORT
                     [To accompany H. R. 34101

  The  accompanying  bill carries appropriations for the Executive
Office and for the sundry independent establishments of the Govern-
ment, excepting the Farm  Credit Administration, which has been
submitted by the Budget in the chapter for the Department of Agri-
culture, and which is to be included in the bill for that Department.

               APPROPRIATIONS  AND  ESTIMATES
  The  bill as reported carries a total of $776,916,706. This amount
is $1,246,060,988 less than the appropriations for 1935 and $700,756
less than the Budget estimates.
  The  total shown above for 1935 includes $899,675,000 for emer-
gency relief and public works and $525,000,000 for loans and relief
in stricken agricultural areas. The bill carries no appropriations for
these two items for 1936, consequently they should be eliminated
from the total of the 1935 appropriations for purposes of comparison
with 1936.  Eliminating them as indicated, the appropriations for
1935 total $598,302,694, and the Budget estimate for 1936 exceeds
the latter sum by $179,314,768, while the amount carried in the bill
exceeds it by $178,614,012.
