                WATER CARRIER ACT, 1935

  Mr. WHEELER,   from  the Committee   on LnterstatelCommerce,
                     submitted the following

                        REPORT
                      (To accompany S. 16321

  The Committee  on Interstate Commerce, to whom was referred the
bill (S. 1632) to amend the Interstate Commerce Act, as amended,
by providing for the regulation of the transportation of passengers
and property by water carriers in interstate and foreign commerce,
and for other purposes, having considered the same and adopted cer-
tain amendments, report the bill back favorably to the Senate with
the recommendation that it be passed as amended.
  This bill arises out of a coordinated program of transportation
legislation proposed by the Federal Coordinator of Transportation
under the duty imposed upon him by the Congress in the Emergency
Transportation Act of 1933. This program is recommended  by the
Interstate Commerce Commission  and  the President of the United
States. S. 1632 is thus a companion bill to 8. 1629, providing regula-
tion of motor carriers in interstate or foreign commerce, which passed
the Senate April 16, 1935.
                   THE PURPOSES  OF THE BILL
  One  purpose of the bill is to bring together in one agency, the
Interstate Commerce  Commission, the present regulation of water
carriers which is now divided between that agency and the Shipping
Board  Bureau of the Department  of Commerce.  The  Commission
now  regulates all joint rail-water rates of interstate water carriers and
also the port-to-port rates of such water carriers as are owned by rail-
roads.  The Shipping Board Bureau regulates to a considerable extent
common   carriers by water in foreign commerce except ocean tramp
ships and contract water carriers on the Great Lakes. It has rather
complete regulatory authority over common and contract carriers in
the intercoastal trade through the Panama Canal.
