Mr. BRADEMAS, from the Committee on House Administration,
submitted the following
REPORT -

The Committee on House Administration, to which was referred
the resolution (H. Res. 610) having considered the same, reports
favorably thereon with an amendment and recommends that the
resolution as amended do pass.
By voice vote, on March 19, 1980, the committee unanimously
adopted a motion to report House Resolution 610, as amended.
AMENDMENT
The amendment strikes out all after the resolving clause and inserts
in lieu therof a substitute text which appears in italic type in the
reported resolution.
REQUIREMENTS OF RULE XI
There were no oversight findings or recommendations submitted
pursuant to clause 2(b) (1) of Rule X.
No statement was deemed necessary under section 308(a) of the
Congressional Budget Act of 1974.
The Director of the Cong*essional Budget Office did not submit an
estimate and comparison under section 403 of the Congressional
Budget Act of 1974.
The Committee on Government Operations did not submit a sum-
mary of oversight findings and recommendations pursuant to clause
