          RAIL  PASSENGER SERVICE ACT OF 1970


                 APRIL 9, 1970-Ordered to be printed


       Mr. HARTKE,   from the Committee  on  Commerce,
                    submitted the following

                         REPORT

                         together with
        INDIVIDUAL VIEWS AND MINORITY VIEWS
                      [To accompany S. 3706]

  The Committee on Commerce, to which was referred the bill (S. 3706)
to provide financial assistance for and establishment of a national rail
passenger system, to provide for the modernization of railroad pas-
senger equipment, to authorize the prescribing of minimum standards
for railroad passenger service, to amend section 13(a) of the Interstate
Commerce  Act, and for other purposes, having considered the same,
reports favorably thereon without amendment and recommends that
the bill do pass.
                   PURPOSE AND NEED
  The purposes declared in this bill are to provide financial assistance
for and establishment of a national rail passenger system, to provide
for the modernization of railroad passenger equipment, to authorize
the prescribing of minimum standards for railroad passenger service,
to amend section 13(a) of the Interstate Commerce Act, and for other
purposes.
  The  Senate Committee on Commerce   in reporting this legislation
has determined that railroad passenger service is an essential mode
of transportation, that the passenger train is in imminent danger of
disappearing, and that, therefore, the Federal Government must take
immediate action to preserve and upgrade passenger travel by railroad.
