  I am  pleased to present this special Bicentennial
edition of The Duties of the Speaker on the occa-
sion of the 200th anniversary of the United States.
Over the years that I have served as Speaker of the
U.S. House  of Representatives, visitors to the U.S.
Capitol have often asked  about the Office of the
Speaker-its history, the Speaker's duties and func-
tions. I have also received many personal requests
for information about this Office.
  I, of course, am pleased that so many citizens are
eager to learn more about how  the government  is
organized and  how  it functions. I hope that this
publication will add to the body of knowledge on
this subject and inform our citizens of the contem-
porary changes in the Rules of the House and  the
duties of the Office. I also hope that you will find it
an appropriate memento   of your visit to the U.S.
Capitol.
