      COMMITTEE REFORM AMENDMENTS OF 1974


 MARCH 19, 1974.-Referred to the House Calendar and ordered to be printed


      Mr. BOLLING, from the Select Committee on Committees,
                     submitted the following

                         REPORT
                     [To accompany H. Res. 988]

  The Select Committee on Committees, having conducted a thorough
and complete study with respect to the operation and implementation
of rules X and XI of the Rules of the House of Representatives as
directed by House Resolution 132, report to the House by the accom-
panying resolution and recommend that the resolution be adopted.
  The resolution was unanimously ordered reported by the select com-
mittee on March 13,1974.
  A detailed discussion of the select committee's study, and of the ac-
companying resolution, will be contained in the select committee's
supplemental report on such resolution. In general, titles I, II, and III
of the resolution amend rules X'and XI of the rules of the House
in their entirety, and title IV of the resolution contains miscellaneous
and conforming provisions, as follows:
  Title I of the resolutiof amends rule X with respect to the establish-
ment of the standing committees of the House and the assignment of
legislative jurisdiction to them.
  Title II of the resolution further amends rule X to provide for the
general oversight responsibilities, Special oversight functions, legisla-
tive review functions, and additional functions of the committees of
the House; to establish a new method for the referral of bills, resolu-
tions, and other matters to the various committees; and to provide for
the election and membership of the committees.
  Title III of the resolution amends rule XI relating to rules of pro-
cedure for the committees of the House.
  Title IV of the resolution sets forth a procedure for the early organi-
zation of the House, establishes a new Legislative Classification Office
and an Office of the Law Revision Counsel, creates a House Commis-
sion on Information and a House Commission on Administrative Serv-
ices and Facilities, and provides for a continuing review of committee
jurisdiction. It also contains provisions to facilitate the transition of
the House and its committees to the new organization and structure
provided under the resolution.
