           EDUCATION AMENDMENTS OF 1978

     Mr. PELL, from the Committee on Human Resources,
                    submitted the following

                         REPORT

                      [To accompany S. 1753]

  The Committee on Human Resources, to which was referred the bill
  (S. 1753) to extend the Elementary and Secondary Education Act of
1965, and for other purposes, having considered the same, reports
favorably thereon with an amendment in the nature of a substitute,
and recommends that the bill as amended do pass.

           BACKGROUND OF THE COMMITTEE AMENDMENT
  S. 1753 was introduced on June 24, 1977. It proposed a straight
5-year extension of existing programs for elementary and secondary
education which are administered within the Education Division of
the Department of Health, Education, and Welfare, and served as the
basis for 6 days of hearings by the 'Subcommittee on Education, Arts,
and Humanities between October 4 and November 4, 1977. In addi-
tion, the subcommittee held 3 days of hearings on the general issue of
the quality of existing elementary and secondary education and the
related issue of competency-based testing and basic skills. Finally, the
subcommittee, on March 8, 1978, heard testimony from the Secretary
of Health, Education, and Welfare concerning the administration's
proposals for amendment and extension of elementary and secondary
education programs.
  The committee amendment is based on the testimony received in
these hearings, plus the extensive written testimony received from
witnesses who were not able to be heard during the subcommittee hear-
ings. All of the testimony is printed in volumes on the subcommittee's
deliberations.
