    GATE THE LOCAL GOVERNMENT OF THE CITY
              AND COUNTY OF NEW YORK.


To the Assembly of the State of New York:
  Your committee appointed to investigate the local government of
the city and county of New York, under the resolution passed by your
body January 15, 1884, do report as follows:
  The first session of the committee was held on the 19th day of
January, and since then we have sat in all nineteen days, often being
in session without intermission from ten in the morning till five or
six o'clock in the afternoon. As the resolution under which we were
acting directed our attention especially to the department of public
works we felt obliged to take up that department first, but we found
that it. was, at this time, being investigated both by the Senate com-
mittee of cities, and also by a special grand jury, and as the witnesses
whom we wished to examine were before the former body, while the
books and papers we wished submitted to us were in the custody.of
the grand jury, we found it absolutely impossible to continue our in-
vestigation into it, and accordingly turned our attention to other
branches of the local government.
  Our inquiries were mainly carried on with a view to seeing what
evils of the present system were due to bad or defective laws, and to
remedying these by drawing up and presenting such bills as we deemed
would, if enacted into laws, most nearly meet the emergencies of the
case, but we also found many abuses which were due not to the exist.
ence of bad laws, but to the non-execution, invasion or violation of
good ones, and we have brought such cases to the notice of the proper
prosecuting officers of the.county and State - the corporation counsel,
district attorney and Attorney-General- in order that the offender
might be brought to justice, believing that the surest way of having a
