We are told of the excessive rigour of the punishments, and I admit it,-if the amount of
punishment is looked at only with reference to the particular rebellion. But in considering the
question of punishment, it was necessary that the Governor should look at all the surrounding
circumstances of the case. We do not punish men simply for the offences they have com-
mitted-we punish them in order to deter others from followinq their example. It is all very
well to talk of a rebellion suppressed without difficulty; but let us recollect the spirit of the
people, their disaffection to the Government, and all the circumstances connected with the
