To His EXCELLENCY Lucius ROBINSON,
             Governor o/ the State qf New York:
  We, the undersigned, citizens of the State of New
York, residents of the city and county of New York
and Counselors-at-Law of the Supreme Court of said
State, hereby charge Bernard Reilly, who is and, ever
since the first day of January, A. D. 1877, has been,
the Sheriff of the City and County of New York, with
neglect of daty in office, with malversation in office, and
with extortion,.

  First.-In this, to wit, upon information and be-
lief: That the administration and management of
the common jail, in said city and county are, and,
ever since the first day of January, A. D. 1877, have
been, inefficient and discreditable; that said jail is
not kept in a proper and decent condition; that the
treatment of the prisoners confined therein is grossly
wrong, humiliating and oppressive; that many of the
cells or bedrooms are and have been unclean, infested
with vermin, and noisome; that invidious, unneces-
sary and oppressive distinctions have been and are
