AFFIDAVIT OF ROBERT T. DUFF
I, Robert T. Duff, affirm and state:
1. As the Director of Classification under the Assistant
Secretary for Defense Programs, the United States Department of
Energy, I am responsible for planning, developing, recommending,
and implementing the policies of the Department for the classifi-
cation and declassification of Restricted Data and Formerly
Restricted Data as defined in the Atomic Energy Act of 1954, as
amended, and also for National Security information falling within
the Department's area of responsibility in accordance with the
provisions of Executive Order 12065.
2. I have been directly and continuously associated with
the nuclear weapons program of the United States since April 1948.
In the course of my assignments I have been required to undjerstand
and implement the procedures for classifying and handling Restricted
Data in accordance with the Atomic Energy Act of 1954, as a.ended.
3. Among my responsibilities as the Director of
Classification, I determine whether information should be classi-
fied using classification .guides developed under Sections 11(y) and
142(b) of the Atomic Energy Act of 1954.   These guidelines describe
in some detail those areas-within a given program that are Restricted
Data at the level of Top Secret, Secret, and Confidential, and also
those that are unclassified.
