A. Dropsie, William B. Mann, John L. Dawson, John W. Leigh, Wil-
liam Perry, Matthew McCaw, John Kater, James Smyth, Q. 0. Brown,
William J. Pollock, Charles E. Lex, Andrew M. Eastwick, Morton
McMichael, Mayor of the City of Philadelphia, Joshua Spering Pesi-
dent of the Select Council of the City of Philadelphia, Joseph F. Mar-
cer, President of the Common Council of the City of Philadelphia,
Charles A. Miller, John Price Wetherill, John Baird, William Struth-
ers, Thomas S. Ellis, Charles M. S. Leslie and Jeremiah Nichols,
acting as and claiming to be Commissioners to build a Bridge across
the Schuylkill River, in the City of Philadelphia, at South Street,
Defendants.
To the Honorable the Judges of the said Court:
Your orators complain and say:
I. That they are a municipal corporation, created origin-
ally such by a charter granted to them by William Penn,
the former Proprietor and Governor of the State of Penn-
sylvania, dated the 25th day of October, 1701, and by va-
rious Acts of Assembly of the State of Pennsylvania, the
first one wiereof is dated the 11th day of March, 1789,
