That they are a municipal corporation, created origin- ally such by a charter granted to them by William Penn, the former Proprietor and Governor of the State of Penn- sylvania, dated the 25th day of October, 1701, and by va- rious Acts of Assembly of the State of Pennsylvania, the first one wiereof is dated the 11th day of March, 1789,
