Mr. PUGH. I have had in my possession, for more than a week past, a petition from
Hon. William Medill, First Comptroller of the Treasury, in regard to a preamble and reso-
lutions offered against him, but have been prevented from attending at the proper hour by
sickness in my family. I will ask that the letter addressed to me be read, as it will give the
proper date; and then I will preseft the petition:
The Secretary read the following letter:

Comptroller's Office, May 21, 1860.
DEAR Sia: I herewith hand you a communication, which I have felt it to be my duty to
address to the Senate of the United States, in reply to the preamble and resolutions of Mr.
GaEEe, and asking an investigation of the charges contained therein, and have respectfully
to request that you will present the same, together with.the accompanying papers, to that
honorable body.
I am, sir, very respectfully, your obedient servant,

Mr. PUGH. As I said, the papers ought to have been presented a week ago; hut I was
prevented from attending the Senate.by sickness in my family. I now present them, and
move that the petition be referred, with the accompanying papers, to the select committee
- appointed ore that subject, and that it be printed.
The PRESIDING OFFICER. It will be so referted; but the question to print goes to the
Committee on Printing.

To the Senate of the United States:
I understand that a preamble and certain resolutions were offered
in the Senate, during my recent severe indisposition and consequent
absence from the city, alleging, among other things, that I had as-
sumed the prerogative of nullifying the will of Congress, in refusing
my sanction to a claim against the United States .which had been
referred by the act of the 18th of August, 1856, to the First Compr-
troller of the Treasury for adjustment and award, according to the
principles of law, equity, and justice, and invoking upon me the
disapprobation of your honorable body for no other offense, that I
can peiceive, than that of having been unable to agree in opinion with
