Statement of Facts.

Pursuant to the provisions of the Sewer Act of
the City of Ithaca (Chap. 162 of the Laws of 1895),
a much needed system of sewers was in the years
1895 and 1896 constructed and put in operation, at an
expense of nearly $200,000. For a history of the
steps leading up to the enactment of Chap. 162 of the
Laws of 1895, the account of the public meeting of
citizens referred to in the act, and the recommenda-
tion there made by the committee as to the payment
of a portion of the expenses by frontage assessment,
see the testimony of Roger B. Williams, chairman of
the original board of sewer commissioners (292-300
350-366; 484-492).
