ANONYMOUS LETTER TO-HON', WILLIAlM              M   SPRINGER_

Mr. CARLISLE, from the select committee on alleged corruption in the
contested-election case of Donnelly vs. Washburn, submitted the fol-
fowing
R'E ORT:
Your select committee, appointed in ptilarlce of the following reso-
lution, have the honor to make and submit the following report:
RESOLUTION OF APPOINTMENT.
Resolved, That a committee of seven members of this House be appointed by the
Speaker, to inquire and report to this House as to the authorship of said anonymous
letter, who sent it, and the purpose for which said letters were sent, and all other mat-
ters in Connection with the same; and that said committee be authorized to inquire
and to report to the House thereon whether, in either or all of the letters in contro-
versy, and written to Hon. William M. Springer, there has been any breach of the
privileges of the House, or of any member thereof, and said committee shall have
power to send for persons and papers, to administer oaths, to sit duriug the sessions
of the House, and to report at any time; and that the expenses incurred in said inves-
tigation shall be paid out of the contingent fund of the House.
NAMES OF COMMITTEE.
The Speaker appointed the committee as follows: JOHN G. CARLISLE,
of Kentucky; GEORGE A. BICKNELL, of Indiana; JOHN H. REAGAN, of
Texas ; WILLIA-M LOUNSBERY, O     -New York ; WILLIAM CLAFLIN, of
Massachusetts; THOMAS UPDEGRAFF, of Iowa; BENJAMIN BUTTER-
WORTH, Of Ohio.
Subsequently Hon. DATID B. CULBERSON, of Texas, was appointed
on the committee vice Mr. Reagan, declined.
Your said committee have made careful and thorough investigation of
the matters submitted by the said resolution, and have taken a consid-
erable amount of testimony, which is herewith presented and submitted,
and they have caused to be photolithographed the several letters re-
ferred to in the resolution, and some other writings used by the commit-
tee for the purpose of comparison.
AUTHORSHIP OF THE ANONYMOUS LETTER.
It must be conceded that the anonymous letter was written and sert
for one of two purposes, viz : As a corrupt offer to Mr. Springer, with
the intention of consummating, if possible, a corrupt bargain, or for the
purpose of having Mr. Springer receive a corrupt offer. The letter it-
