This was written for American circulation, to show the loss sustained there by a
close Protective policy. It is equally instructive here, when, under the specious
name of  Fair Trade, a revival of Protection is advocated in certain quar-
ters. The author, the Hon. David A. Wells, has been for many years one of
the most able and successful advocates of Free Trade in the United States.
It has had a larger unsolicited circulation than anylike publication ever had in
the United States. And not even a. attempt has been made by the Advocates
of Protection in the United States to controvert its position, or answer its argu-
ments.
