LETTER

THE SECRETARY OF STATE,
TRANSMITTING
1 report, in pursuance of an act of 16th August, 1842, rontaining an
account of chahges and modifications in the commercial systems of
other nations, by Ireyties, duties on imports, and other regulations.

Read, referred to the Committee of Ways and Means, and 5,000 extra copies ordered to
be printed.
To the House of Representatives of the United States:
The Sedretary of State has the honor to lay before Congress, in com-
pliance with the act of August 16, 1842, an account of such changes and
modifications in the commercial systems of other nations, by treaties, du-
ties on imports, and other regulations, as haye come to the knowledge
of the Department since the passage of the law.
The subject is one of vast extent. A great mass of materials is in daily
process of accumulation, from general sources of information, and espe-
cially from consuls and other public agents abroad, acting under instruc-
tions and circulars from the Department. The short period which has
elapsed since the passage of the law, and the necessity, in compliance
with its requirements, to make this report without delay, have rendered
it impossible to give so concise, compendious, and intelligible aform to the
matter communicated, as would be desirable.
Condensation, elucidation, and abridgment of the materials, it is believed
will be found necessary, in executing the duty created by this statute, as
well as the adoption of some well considered form, so as that the report of
one year may be easily connected with its predecessor and its successor.

as on account of the. amount of labor which the duty must require, it
would not be advisable that the work should be intrusted to one hand,
tinder the direction of the Department, who should arrange and condense
