Consistent with its statutory mandate, the Commission makes determinations in proceedings involving imports claimed to injure a
domestic industry or violate U.S. intellectual property rights; provides independent tariff, trade and competitiveness-related analysis
and information; and maintains the U.S. tariff schedule.
The USITC fulfills its mission and serves the nation through:
 import injury investigations, which involve determining whether certain unfairly
traded imports (antidumping and countervailing duty investigations) as well as    1
increased imports (global and bilateral safeguard investigations) injure or       A                  D
threaten to injure U.S. industries;                                           n           2 ,        comp
 intellectual property-based import investigations, which involve determining
whether imported articles infringe U.S. intellectual property rights (e.g., patents and            - u   r
trademarks) or are involved in certain unfair trade practices, and which may result in  n 5 s   orders
an order, subject to disapproval by the USTR, barring the importation of such articles;
 industry and economic analysis, which involves conducting objective analyses  ra    proeeins:12
of major trade-related issues; estimating the probable economic effects of trade
agreements; and analyzing the global competitiveness of specific industries and
economic factors within the industry as well as external factors that affect the  - n  nia  p

 tariff and trade information services, which provide to the Congress, the executive  d
branch, and the general public reliable and timely trade and tariff classification
information and analysis; and                                                 -           s    r   s
 trade policy support, which involves direct technical support by USITC staff to the
USTR, congressional committees and Members of Congress, interagency committees,
and U.S. delegations to multilateral trade organizations, such as the World  - p
Trade Organization.
The six Commissioners are appointed by the President and     g     n     1
confirmed by the Senate for terms of nine years, unless
appointed to fill an unexpired term. The terms are set
by statute and are staggered so that a different term
expires every 18 months. A Commissioner who has
served for more than five years is ineligible for
reappointment. A Commissioner may continue
to serve after the expiration of his/her term until a successor is appointed and qualified.
No more than three Commissioners may be members of the same political party.The
i                       Chairman and the Vice Chairman are designated by the President and serve for a statutory
two-year term. The Chairman may not be of the same political party as the preceding
Chairman, nor may the President designate two Commissioners of the same political party
as the Chairman and Vice Chairman.
